The Comptroller of the Treasury, Office of Research, conducted a study in response to a request from the House of Representatives, House Judiciary Committee. On October 23, 2002, the House Judiciary sent a written request to the Comptroller requesting “a comprehensive study of the monetary costs to the taxpayers of Tennessee in connection with the state’s administration of the death penalty” (Appendix A). The Spangenberg Group reviewed the Comptroller’s report that resulted from this request, Tennessee’s Death Penalty: Cost and Consequences (July 2004), and provide an analysis in the text that follows.
